Hide the issue types dropdown list if the permission is restricted.

In the old view when the user has the edit issue permission restricted, if the user clicks on the issue type icon, nothing happens, but in the new view the user can see the list of issue types, but the user cannot change the issue type.

That being said, we would like to hide the issue type dropdown list if the user has permission restricted to change the issue type.
