Unable to edit issue with edit issue screen from new issue view

    Description

      When viewing an issue in the new issue view, it is no longer possible to edit an issue using the edit screen.

      Given that fields that do not have a value do not show up, this means that it will not be possible to set values that are otherwise not available to change on transitions, nor is it possible to set those fields without performing a transition.

      I would like to suggest offering the edit screen as an option in the transition menu, also allowing the option to block the inline edit in the new issue view.
