Allow Field Contexts for System Fields

When trying to simplify the configuration of a Jira instance, it is often restrictively difficult to do so because of Project specific configuration for System Fields (such as the resolution field) which requires configuration at the workflow level. This adds un-needed complexity where similar or identical workflows would otherwise work.

I would like to suggest extending the Custom Field Context functionality to System fields that would otherwise be configured through workflow-level configuration.
