Unable to restrict comment in new UI of Issue Detail View

Summary

The option to restrict comment in Issue Detail View isn't available and it's causing users not able to restrict comment directly from the board.

h3, Steps to Reproduce

1. Have a Kanban Board and some issues
2. Click one of the issues which will open up Issue Detail View pop up
3. Attempt to add comment

Actual Result

The option is not available.

Expected Result

The option is shown.

Workaround

Open the issue in View Issue and users should be able to see it.
