Headers missing in the sidebars of Jira settings

Steps to Reproduce

1. Access the Jira settings page
2. Select either of the following menus in the sidebar
   • System
   • Applications
   • Projects
   • Issues

Expected Results

Each menus appear under the headers

• ISSUE TYPES
  • Issue type schemes
  • Sub-tasks
• WORKFLOWS
  • Workflows
    ...

Actual Results

The headers don't show up and all the menus are listed in the same level
