User not created if present as comment author only

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      If user is mentioned in Comments column only (not in reporter, assignee etc) it will not be created.
      If it does not exist yet (after mapping) the comment will be added with currently logged in user.

      Workaround: just create those users before importing the CSV - either manually or prepare a CSV file with just 2 columns (Summary & Reporter), put users into Reporter column and import it to some temporary project.
