When creating / editing a permissions scheme there is an "Edit Own Comments" options, but there is not the equivalent for issues, e.g. "Edit Own Issues".
The only way to do this is add "reporter" permissions to editing, which does work.
My issue is that there should be consistency between these 2 things. By adding an "edit own issues" option.

This behavior is intentional. By default, all JIRA users can edit all issues, but only admins can edit comments that don't belong to them.
The fundamental rationale behind this is that an issue is not strongly linked to the user who created it in the same fashion that a comment "belongs" to the user who left the comment. A "reporter" is just an attribute of the issue, but the issue does not "belong" to the reporter.
