      The documentation : Connecting JIRA to Postgres

      suggests that you can skip installing the driver as it is bundled with the Windows Installer distribution however clearly only the PostgreSQL 9.0 driver is bundled, not the drivers for any of the other compatible versions of PostgreSQL as per Supported platforms
