      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Some project administrators are not system level administrators and should have the ability to change their workflow if the system admin has allowed this.

      This means that certain projects will have their own workflow and the project admin can make changes without always getting the system admin involved.
