Disable Analytics module under Atlassian Navigation Links Plugin (system plugin) causes navigation menu not displayed

JIRA would not show the navigation menu when Analytics module being disable from Manage Add-On (System) UI page.

Steps to Reproduce the problem:

1. Go to Manage Add-Ons then choose filter by System.
2. Expand Atlassian Navigation Links Plugin and others modules.
3. Disable Analytics (analytics) module.
   
4. Refresh the browser.
5. The following error is shown:
