While on the 'Basic' search, the 'Label' field should show all registered labels

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Using the 'Basic' search on the 'Issue Navigator', when searching for labels, all registered labels should appear on the scrollable label list, so we wouldn't have to start typing its name to see the label we want.
