Workflow property jira.permission.comment.denied only applies after issue is refreshed in UI

    Description

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      The workflow property 'jira.permission.comment.denied' is added to a workflow successfully but on transitioning an issue to closed the 'comment' button is available for use. The 'Add' button will successfully publish the comment to the issue.

      Refreshing the issue in the UI then removes the 'comment' button and applies the property as is expected.

      Examples have been attached of the failure to enforce this property.
