The following classes need to be converted to use the ProjectComponent object:

• SelectComponentAssignees
• ComponentAssigneeTypes
• SelectComponentAssigneesUtil

This will also require changing the associated Jelly tag - SelectComponentAssignees - to accommodate the new ProjectComponent object.

Also migrate the ComponentUtils class to use the ProjectComponent object and look to moving the various assignable check methods to the service.

DefaultAssigneeResolver needs to be converted to use ProjectComponents also.
