When editing workflow transition with no transition view, transition view is set (seemingly) randomly in editor screen.

Let's say I have a transisition which has no transition view (no screen). I then edit the transition to change the name or the description fields. In the editor, the drop-down for the transition view is often not set to 'None" by default. It is usually set to the third entry in the list, if you count "None" as being the first entry. Sometimes, it is set to the fourth entry in the list. I am not able to reproduce this on demand, but it's happening a lot. I'm editing all of the names and descriptions of the transitions to make everything consistent between workflows, and I noticed that a lot of transitions were set to "Resolve Issue" screen, and I wondered why. Then I discovered this bug. So, I've set most transitions to use a view screen, just to prevent further instances of this.
