Pings from non-public comments still go out when "for public issues only" chosen

For sending trackback pings, JIRA 3.4 has a "for public issues only" option, meaning only pings from publicly visible issues should go out. However if a comment is not public but includes a URL, the ping still goes out, which isn't good.
