Bugzilla import does not generate project version for milestone

I used the bugzilla import to import bugs from our existing Bugzilla 2.16.6 system.

We used the optional milestones feaure of Bugzilla.

The import generally went well. The import correctly imported all the Affected Version correctly.

It also made a stab at importing the milestones (bugs.target_milestone field) as Fix Versions.

However it only did this successfully where the milestones had names that matched the versions that had bugs raised against them.

i.e. in order to get any Fix Version imported the project had to have had a with an Affected Version against the same version.

The short of this seems to be the import process is importing milestones as Fix Versions but will only use existing versions and won't create new ones.
