The assign issue page generates an issue updated event, not an issue assigned event

Now that the assign issue page uses the IssueUpdate code the event that is being fired is no longer the IssueAssigned event. This should be changed back to be the IssueAssigned event as JIRA users may have notifications specific to the IssueAssigned event.
