JIRA generates 2 events and hence 2 notifications when editing an issue and adding a comment

If an issue is edited and a comment is added at the same time, the Issue Updated and Issue Commented events are generated. Each event results in a separate e-mail notification message.

When an issue is updated only Issue Updated event must be generated and hence only 1 e-mail message must be sent.
