If there is an exception thrown when setting the issue status during CSV import the issue is not indexed

This has the effect of some issues being created in the database but not in the index. If the user then tries to bulk delete the issues, they are only presented with indexed issues, and hence cannot bulk deletete all created issues. The shadow issues are not discovered until one triggers a full reindex.
