workflow actions not translateable

Statuses, issue types, priorities etc. can be translated by the administrator. But the workflow actions are still in english. This does not look right at all.

As a workaround, the workflow could be translated into german (for example) but it should really use the same mechanism as for issue types, resolutions etc.
