When we onboard a new project we often have to upload a batch of records from a spreadsheet. So it would be great if some extra validation could be added to the importers. Such as:

1. Better pre-validation; the importer under Issues has validation but isn't great at it's jobs (from memory it doesn't import parent/child relationships). So we always resort to the Admin importer; which does not validate.
2. The ability to import username by full name rather than ID would be great
3. The option to NOT add values to dropdowns if encountered in the load but not stored in the system; i.e. allow the option to fail in validation or pass it through.
