PROBLEM:
Non licensed users (without any group membership and application access) are showing in the User picker field Assignee when the Assignable user permission is configured to Any Logged in User.
STEPS TO REPRODUCE:
- Create a user without any access to the application
- Ensure that the Assignable user permission is set to Any Logged in User.

- Go to Assignee field and start typing the username of the user without any application access

EXPECTED RESULT:
Only users that have application access should be displayed.
ACTUAL RESULT:
User without any means of logging in to JIRA is showing on the User picker field
Work Around
Change Assignable User permission to the groups that grant application access or select directly select the application:
