we are looking for using JIRA for tracking our Changes. Change-Management as a (custom) workflow needs two key features ...

(1) approvements
I think of a custom field (designed like a (radio) button in html forms) where you can (hit) approve or (hit) decline and assigning the issue to next group of approvements.

(2) assigning groups
Using groups of users in workflow transitions where one of a group approves or declines and assign issues to them.

Trying to set up a custom workflow for realizing a Change Managemen project I stopped at these issues!

Do you know of any plugin for JIRA like
