      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      The IssueService update method can be used with a sendMail boolean to suppress notification.

      Inhibiting the event during issue creation, would allow us to stop sending unnecessary notifications as we manage notifications separately after processing.
