Custom fields should be displayed on secondary tabs regardless of data

Summary

When adding custom fields to a secondary tab, these fields should always show up, even without data populated

Environment

Cloud JIRA v7.2.0-OD-05-030

Steps to Reproduce

1. Create new project or edit an existing project
2. Edit the Create, Edit, or Resolve screen for the project
3. Add a second tab to the screen and add custom fields to the tab

Expected Results

Since fields on the secondary tab are not displayed by default, custom fields added should be displayed even without data populated

Actual Results

Custom fields are not displayed if they have no data populated in them
