All the characters other than the US-ASCII are not displayed correctly in the JIRA web interface, instead, they are replaced with the question marks. However, in the email messages they look OK.

In the first place I mean some chars from the ANSI charset, like U+2026 Horizontal Ellipsis "…", U+2014 Em Dash "—", U+2022 Bullet "•" and so on, entered into the issue's Description and Summary fields.

What should be set up for them to display correctly?
