Description

If I attach a file with a name containing german umlauts (e.g. "äöü") to an issue, I'm not able to download the attachment.

On the server the attachment is saved with a scrambled name - all umlauts are substituted by '?'. After renaming the attachment on the server to the correct name the download is working again.
