In JIRA users are not notified of certain changes when set to Notify Me

Summary

Notifications are not being sent for certain changes made in JIRA even when

• notifications are turned on
• notifications work for issue assigned, created etc.
• and the users profile is set to 'Notify Me' of own changes

Changes not being notified for:

• Comment on an issue
• Edit an issue
• If the user is not already a watcher, reporter, assignee of the issue

Steps to Reproduce

1. Set up a notification scheme for the project
2. Set the profile settings to 'Notify Me'
3. Comment on an issue where the user is not an assignee, reporter or watcher
4. No email will be received
5. Edit the description of an issue where the user is not an assignee, reporter or watcher
6. No email will be received
7. Change the status of an issue where the user is not an assignee, reporter or watcher
8. No email will be received

Expected Results

The user should be notified of their own changes by email.

Actual Results

No email is received.

Workaround

The user must assign themselves as a watcher prior to making changes to receive notifications for comments.
