Create board from project left bar doesn't work

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      It's not possible to create a board through an existing board.

      Steps to reproduce:

      1. Go to an existing board
      2. Click on the three dots (left menu) than "Create Board"

      Page refreshes, but no interface to create the board pops up.
