Automatically remove the jira-home.lock file on clean shutdown, after a failed startup attempt

      I upgraded from JIRA-6.3 to JIRA-6.4.2 and forgot to copy the my-sql database connector into the lib dir. When I started JIRA I got the "JIRA IS LOCKED" error in catalina.out.

      I removed the file and naturally a subsequent start yielded the same result, until I saw the error above regarding missing DB connector.

      Once I removed the .jira-home.lck and installed the my-sql connector, JIRA did start. However I see no reason why a clean stop should not simply remove the lock file.
