Allow admins to configure who gets to see HipChat panel

    • Our product teams collect and evaluate feedback from a number of different sources. To learn more about how we use customer feedback in the planning process, check out our new feature policy.

      Currently users with the edit permission for the issue will see the hipchat panel in the right sidebar. They will see in how many rooms the issue was mentioned and, if a dedicated room is configured, the name of it. In order to see any additional information they will be asked to log into hipchat before we display anything.

      Customers would want to have a more granular control on who gets to see the panel. It especially makes sense if JIRA is configured to be publicly accessible:

      I would prefer users not see anything since it is a developer HipChat. I know they can't login, but they shouldn't even be thinking they could or trying to.
