Upgrade JIRA 6.4 to UPM 2.18.2

      Summary

      The current bundled UPM version with JIRA 6.4 and 6.3.15 is 2.17.13.

      There are a lot of Critical issues fixed since:
      https://ecosystem.atlassian.net/issues/?jql=project%20%3D%20UPM%20AND%20fixVersion%20%3E%202.17.13%20and%20resolution%20%3D%20Fixed%20ORDER%20BY%20priority%20DESC%2C%20created%20ASC

      Which include UPM-4877, that is causing a lot of friction with out customers and interactions with Support.

      For users facing this error, please update the Universal Plugin Manager to the latest available version (2.18.2) through the Administration > Add-ons > Manage Add-ons page.
