The error message when showing no projects does not look very good

    Description

      1. Create an admin-only user. Make sure this user can't see any projects but is able to admin the instance. One way to do this is to make a new group 'admin-only' and ensure this group is only listed in the admin global permission (i.e. 'admin-only' can't be listed in any permission schemes or project roles).
      2. View the list of all projects directly at <JIRA>/secure/BrowseProjects.jspa?selectedCategory=all.
      3. (BUG) You will get an error like this:
