Custom Field is not showing in Create Issue View

      Steps to Reproduce

      1. Created a new project on a test instance
      2. Added a Custom Field and set it to show in the field configuration
      3. Added the Custom Field to Create Issue Screen
      4. Create Issue, custom field is not showing
      5. Click on Configure Fields Tab, then Custom
      6. Checked the box for the custom field
      7. Custom field is now showing. When you next create an issue, JIRA remembers your last choice of selected fields.

      Expected Results
      Once a custom field is added in the Create Issue Screen and set it as show in Field Configuration, the Custom field should be showing when creating a new issue.

      Actual Results
      Once a custom field is added in the Create Issue Screen and set it as show in Field Configuration. When a user create an issue, the custome field is not showing.

      Workaround
      In the create issue view, click on Configure Fields Tab, then Custom. Check the custom fields that you wanted to show. When you next create an issue, JIRA remembers your last choice of selected fields.
