Perforce Job Integration configurations disappear after restart

The Perforce Job Integration configurations do not remain visible in the UI when JIRA is restarted. The user must manually re-enter the values after a restart for the Perforce integration to operate.

The configurations don't seem to be actually disappearing after the restart as they persist in the database. The issue seems to be in the UI. Rather than recognizing that configurations exist for Perforce Job Integrations, the system acts as if nothing is there.
