After the release of JIRA Cloud on November 3rd, no issues can be created on instances with project names containing special/control characters.

Symptoms
The Create Issue dialog box does not load
The loading spinner will stay on the screen forever

Workaround
-Please contact Atlassian Support to have this resolved for your instance.-
This issue has already been solved for JIRA Cloud in production.
