Support project import from Cloud to JIRA Server

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Currently, it takes a lots of effort to import a project from Cloud to JIRA server. The admin would need to do the following:

      1. Backup from Cloud
      2. Restore to JIRA Server A
      3. Backup and project import in JIRA Server B

      It would be great if we can have the enhance the current project import feature to directly extract the project from OnDemand XML backup. This would reduce the effort from users and improve the experience of project import.
