Transition labels in workflow editor

A new implementation in JIRA 6.3.5 is that in diagram mode, transition labels will not show unless the mouse is hovering over the transition.

There is also a Show transition labels checkbox where user can check to show all transition labels. However, this checkbox is only available if you edit the workflow or in the draft mode. It would be nice if this option is available even when just viewing the workflow.

Also, some transition labels tend to overlap each other. At the moment, the only way to overcome this is to reposition the transition lines and statuses perfectly. It would be nice if we are able to reposition the labels without having to reposition the transition lines and statuses
