JIRA View Issue and comment hangs when the system plugin jira-help-tips is disabled

    Description

      When system plugin jira-help-tips is disabled, clicking in an issue at the Issue Navigator or commenting an issue shows the spinning wheel and it never closes until you refresh the page. Once you refresh, it will take you to the issue you clicked or add the comment.

      Workaround: Enable the system plugin: jira-help-tips
