Add a "is caused by" dependency

      It happens often that a change introduces a bug in another project.
      In case of an API refactoring, the enhancement request for the API refactoring can be closed, but another project would like to link to it because it is now broken.
      In such case, I believe it would make sense to have a "is caused by" dependency. Currently, I usually use "relates to" which has a very weak meaning.
