Some areas of large workflows are inaccessible when after zooming in the new workflow designer

Steps to Reproduce

1. Open a large workflow in the new (6.1+) workflow designer.
2. Zoom in as far as possible.
3. Attempt to pan to the edge of the workflow.
4. You can't pan to the extreme left/right edges of the workflow.

If you can't reproduce this problem, drag statuses to make the workflow wider and try again.
