In find issues i think it could be very interesting if user can select a matches versions filter even if no project is selected.

Actually this filter is only available if you select a specific project, because each project may have different version. But "released" and "unreleased" notions are common to all projects so if no project selected, the matches version filter can show only two options (released, unreleased).
