JIRA Issue Detail view layout is broken in IE 8, Issue detail falling below the comment area

Steps to Reproduce

1. Setup Fresh JIRA instance
2. Create a project with issues
3. Access the issue using Internet Explorer 8
4. Edit the issue or Perform any transition
5. The rendering of IE 8 goes wrong(Refer to Actual Result).

Expected Result

IE 8 render the issue view normally.
