Unsupported browser message not helpful when in Compat Mode

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      If compat mode is forced upon someone using IE/8/9/10/11 they receive a message saying:
      "Internet Explorer 6.0*(or 7.0)* is not a supported browser, and some features may not have full functionality. See Supported Platforms for more information."

      Suggest changing to:
      "You are using an unsupported browser or your browser might be in the Compatibility View mode. See Supported Platforms for more information."
