Description
Repro steps
- Log in as a JIRA admin.
- Click the Gear, then System (under Administration)
- Choose a CSV import
- Browse to the attached Jira_Import.csv
- Set CSV Delimiter to tab \t
- Click next
- Select any active JIRA project, hit next
- Map fields: (1) Issue Key to Issue Key (2) Summary to Summary
- Click next.
EXPECTED:
Error page with a complaint about the contents of the fields in CSV. The following should be displayed on the screen.

ACTUAL:
Browser reports a "Content Encoding Error" (Firefox). (screen shot attached in jira1.png). IE and Chrome also display no error specifics. Debugging in Fiddler is necessary to find the actual cause of the error.

NOTE: I figured out how to fix the input file, there are smart quotes and other bad characters in it. The request is that I don't have to debug in Fiddler to figure this out Please change JIRA to display the HTML in the HTTP 500 response.
