Add possibility to automatically add value to a select/multi select list custom field when the value is not previously added

Today when creating a select/multi select text custom field, if you don't have a previous value added you can't add a new one directly when creating the issue.

Customer would like to directly add a value when there is none inserted in the select/multi select field.
