Captcha on JIRA public signup is broken

      Summary

      Creating a new account is not possible for public signup in JIRA.

      Steps to Reproduce
      • Click on Create new account
      • You will be directed to the Sign up form
      • Captcha is not shown, hence users can't key in a correct captcha in order to signup
      Workaround

      Disable the feature altogether: go to JIRA Admin > System > General Configuration and set the CAPTCHA on signup option to OFF.
