Description

Summary

Creating a new account is not possible for public signup in JIRA.

Steps to Reproduce

Click on Create new account
You will be directed to the Sign up form
Captcha is not shown, hence users can't key in a correct captcha in order to signup

Workaround

Disable the feature altogether: go to JIRA Admin > System > General Configuration and set the CAPTCHA on signup option to OFF.
