I'm not sure how much of a memory leak this is causing, but it may be a contributor to memory increases in OnDemand during it's weekly run-cycle.
Summary of fix:
If we're using an ImageWriter it should have dispose() called on it when finished with.
Also using ImageInputStream in DefaultThumbnailManager we need to close them:
