Allow URLs on the issue navigator to work for any size JQL.

If you create a long JQL you end up creating a long URL (i.e. the URL contains the JQL). This makes the URL useless for a couple of reasons:

1. On IE you start getting JS errors once the URL reaches over 4K.
2. On the other browsers you wont get an errors, but the URL will stop be correctly because Tomcat and/or and proxy will stop parsing it and will return a 400.

It would be nice if the issue navigator URL scaled to any size JQL string.
