      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      At the moment this cause the indexing language to be corrected to English by ConsistencyCheckImpl

      The setup wizard should not rely on a consistency check to correct the DB state. It should leave the database in a correct state.

      Also the correct indexing language is not set at all for non english locales (This will happen when the default language derived from the jvm is not english). It will also get set to english by the ConsistencyCheckImpl
